In a recent development in India, the government has announced new guidelines for social media platforms and digital news outlets. The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021 aim to regulate digital content and ensure accountability in the online space. Under these rules, social media platforms like Facebook, Twitter, and Instagram are required to appoint chief compliance officers, nodal contact persons, and resident grievance officers who must be residents of India. These officers will be responsible for addressing user complaints and ensuring compliance with the code of ethics. Additionally, the rules mandate that social media platforms must remove objectionable content within 24 hours of receiving a complaint. Failure to do so can result in penalties. The guidelines also require digital news outlets to follow a code of ethics and establish a grievance redressal mechanism. Furthermore, the rules empower the government to block content that threatens national security or public order. While these guidelines have been welcomed by some as a step towards regulating digital content, others have voiced concerns about potential censorship and infringement on freedom of speech. It remains to be seen how these new rules will be implemented and the impact they will have on the digital landscape in India.
