The Assistant Commissioner of Police (ACP) in India has disclosed that investigations into the case have unveiled that Kuldeep Singh Dhaliwal, the suspect, was under the influence of alcohol when the gunshots were discharged shortly before midnight. The police were not alerted until 12:50 am.
