The Goa government has initiated plans to introduce open prisons at Colvale central jail, marking the state’s first attempt at experimenting with this system. This move is intended to alleviate the burden on the existing prison infrastructure and facilitate the rehabilitation of inmates. Open prisons offer eligible prisoners the opportunity to engage in work or educational activities outside the facility. The decision to explore this alternative approach is in line with the Supreme Court’s recommendations and is aimed at enhancing prisoner reformative measures, addressing issues of overcrowding, and equipping inmates with the necessary skills for successful reintegration into society.
