The Goa government has initiated plans to set up open prisons at Colvale central jail in a move to reform the prison system and aid in inmate rehabilitation. Open prisons, which permit qualified prisoners to venture out for employment or educational purposes, are being considered as a means to follow the Supreme Court’s recommendations and enhance inmate reformation processes, alleviate overcrowding in prisons, and equip inmates for successful reintegration into society. This progressive step marks the state’s first experimentation with open and semi-open prisons, signaling a shift towards a more rehabilitative approach to incarceration in India.
