Russian Civic Chamber Proposes Crypto Fund from Confiscated Assets for Social Projects, Reports Suggest

Legal activists in Russia are proposing the creation of a government cryptocurrency fund that would include assets confiscated from criminal proceedings. Evgeny Masharov, a member of the Russian Civic Chamber, suggested establishing a dedicated fund to generate revenues for the government, with proceeds targeted for social, environmental, and educational projects. This proposal comes as Russian officials are progressing with new legislation to recognize cryptocurrencies as property for criminal procedure purposes. Alexander Bastrykin, Chairman of Russia’s Investigative Committee, mentioned that a related draft bill was submitted to the government for consideration. Masharov emphasized that confiscated cryptocurrencies should benefit the state, and he expressed confidence that the market capitalization of seized assets could increase significantly over time. This initiative follows years of legal efforts in Russia to enable the government to confiscate crypto obtained from criminal activities. Meanwhile, the Bank of Russia governor, Elvira Nabiullina, has opposed the idea of the central bank investing in cryptocurrencies due to their high volatility. The proposal for a social crypto fund in Russia resembles initiatives like a Bitcoin strategic reserve, which aims to hold confiscated BTC exclusively. Russian authorities have seized millions in cryptocurrency from illegal cases, but there are no clear guidelines on how these funds should be distributed. This move signifies a potential shift in the treatment of confiscated crypto assets in Russia.
